The Cabinet Office is revisiting a 20-year-old homeland defence strategy, reacting to Kremlin threats and concerns that Britain is not ready for modern warfare.
Britain Vulnerable, Experts Warn
Top security officials warn the UK could be outgunned in a full-scale conflict with Russia. Former Chancellor Philip Hammond admitted the military is “massively under-strength” and called for urgent civilian preparedness.
- Gaps in protection of critical infrastructure such as gas terminals, nuclear plants, undersea cables, and transport hubs have been identified.

What the Updated War Plan Covers
The classified update will disclose:

- Emergency relocation plans for Cabinet ministers

- Wartime management of rail, road, postal, and telecom networks
A risk assessment earlier this year warned an attack could cause civilian deaths, major economic disruption, and cripple essential services.
Military Simulations Expose Weaknesses
Recent military drills, including those linked to the RAF’s £36 million Gladiator programme, highlighted Britain’s struggles to block all incoming strikes on day one of conflict.
“Night one of a major conflict showed significant vulnerabilities. It’s not a pretty picture,” said Air Commodore Blythe Crawford, ex-head of the RAF Air and Space Warfare Centre.
Russian Threats Grow Louder
Tensions with Russia are escalating, with Kremlin propaganda openly threatening the UK. Russian commentators have stated that “British blood must be spilled” in retaliation for UK-backed attacks on Russian figures.
Last month, senior Russian military official Lieutenant General Yaroslav Moskalik died in a Moscow car bombing. Russian media blame British intelligence for supplying the explosives.
