Essex Police have celebrated six exceptional individuals in 2021, including one outstanding staff member and five heroic officers, who have been honoured for their bravery and dedicated service. Their acts range from hostage negotiation to nurturing future police recruits, with three awards linked to Essex Police’s largest investigation to date.

Chief Constable Ben-Julian Harrington praised their commitment, saying: “It’s amazing to start 2021 recognising our officers and staff for their tireless work protecting Essex and beyond. Every day, they go beyond the call of duty to support victims, safeguard the vulnerable, and bring criminals to justice. These six individuals are truly an inspiration. Jenny Brouard, a valued member of staff, received an honour for her voluntary and charitable services. Since 2008, she has organised the annual Volunteers Awards night to celebrate those who give their time to Essex Police. She also heads the largest Community Accreditation Scheme (CSAS) in the UK, linking 46 organisations and 545 volunteers.

In 2015, Jenny created the Active Citizens concept, which involves 148 volunteers assisting with house enquiries and community support, a scheme nationally recognised in 2018. Since 2018, she has led the Volunteer Police Cadets, growing their numbers to over 400 cadets across 13 units. Her work has earned multiple awards and inspired communities nationwide, culminating in this well-deserved recognition.

Five officers were awarded the Queen’s Police Medal for their exceptional service:

Detective Inspector Caroline Williams has served 26 years on the force and is a leading figure in combating sexual exploitation. She leads the Sexual Assault Referral Centre pathway, works closely with survivor groups, and raises awareness against Female Genital Mutilation. Her relentless dedication to justice and support for vulnerable children has earned praise from survivors and partners.

Detective Chief Inspector Jasmine Frost is a skilled hostage negotiator who has managed over 200 incidents since 2009, including a 20-hour siege in Southend and a violent event on the River Thames. She is a national trainer and strategist, honoured with a National Long Service Award for negotiation. Her calm and courageous approach has prevented force and saved lives.

The awards also recognise heroes from Essex Police’s biggest investigation. In October 2019, the force uncovered a tragedy where 39 Vietnamese migrants, including two teenagers, were found dead inside a lorry trailer. More than 1,300 personnel worked on the investigation, which led to eight men being sentenced for organised crime and manslaughter.

Detective Chief Inspector Martin Pasmore led victim identification with dignity, reuniting families after painstaking work. He retired after 27 years and received the National Homicide Working Group’s Senior Investigating Officer of the Year award.

Chief Superintendent Stuart Hooper played a key role in coordinating international agencies from nine countries, fostering a Joint Investigation Team and shaping national strategies against immigration crime.

Detective Inspector Michelle Stoten was a family liaison expert who bridged cultural and language gaps to support grieving families thousands of miles away. She led visits to Vietnam and ensured sensitive and respectful care for victims and their relatives throughout the ordeal.

The tireless efforts of these officers have left a lasting legacy in Essex and beyond, exemplifying police dedication at its very best.
