Following a referral from the Suzy Lamplugh Trust and National Stalking Consortium, the report drops 29 recommendations to clean up police action on stalking. The key points:

  2. Simplify stalking laws so officers actually understand and apply them.
  3. Make stalking protection orders easier for police to use.
  4. Boost police collaboration with victim support services.

These moves target police bosses, crime commissioners, and government bodies like the Home Office and Crown Prosecution Service for a more joined-up effort.

“Too many cases show police failing to spot stalking or protect victims properly,” warned IOPC Director General Rachel Watson. “Victims must trust the system. Change is happening, but more must be done — and fast.”

Inspectorate head Andy Cooke echoed the urgency: “Investigations must be thorough and effective to keep victims safe.” College of Policing chief Andy Marsh backed the findings too, stressing better training and tech upgrades for officers. He added:

“Quick action on stalking reports can save lives and stop things escalating.”
